For each driver with at least one recorded Q3 time in 2024, count their qualifying rows with q3 that is neither SQL NULL nor an empty or whitespace-only string. Return integer driver_id, full driver name as driver, and numeric q3_appearances. Order by q3_appearances descending, then driver_id ascending. Count recorded Q3 times only; do not infer participation from a qualifying position or count sprint sessions.
