Compare drivers' recorded pit-stop durations in 2024. Keep pit_stops rows whose numeric milliseconds are strictly greater than 0 and less than 60000. Include drivers with at least 20 retained stops. Return integer driver_id, full driver name as driver, numeric stops, and avg_ms as the average milliseconds rounded to two decimal places. Order by the rounded avg_ms ascending, then driver_id ascending. These are recorded pit-stop durations, not tyre-change times; do not average the duration text.
